New instruments of deliberative democracy applied to the legislative process of the European Union

Abstract

This note aims to explain the recent evolution regarding the new deliberative democracy instruments available to the European Commission. The aim of such instruments is to bring European Union policy-making closer to its citizens. Building on the Conference on the Future of Europe, an unprecedented pan-European exercise of deliberative democracy that took place between 2021 and 2022, the note presents the new generation of European Citizens’ Panels that have been taking place since 2022, as well as the new Citizens’ Engagement Platform, an online portal active since February 2024. These new forms of EU citizen engagement are compared with their peers at the Conference on the Future of Europe. Finally, the note presents the current state of the issue as well as future uses of these tools.

Author Biography

Carlos Pérez Padilla, European Commission

Carlos Pérez Padilla is currently working as information and communication officer at the European Commission Directorate General for Communication. He oversees the implementation of the communication strategy at the Citizens’ Dialogues unit. This unit oversees the organisation of the European Citizens’ Panels and the Citizens’ Engagement Platform. Both are unique tools of deliberate democracy at European level. Before his current position, Mr. Pérez Padilla worked as policy coordinator for economy, public finance management and business trade and investment at the Delegation of the European Union to Papua New Guinea, political officer and human rights focal point at the Delegation of the European Union to Cuba and assistant to the managing director for Europe and Central Asia at the European External Action Service.
