Transparency in the Spanish Crown
Analysis of the Instructions on budgetary procedure and accounting of the House of His Majesty the King in light of Spanish and European regulations
Abstract
On February 1st, 2023, the Instructions on the budgetary procedure and accounting of the Household of His Majesty the King were published on the website of the King's House. This regulation was prepared in compliance with the provision contained in art. 16 of Royal Decree 434/1988, of May 6th, on the restructuring of the House of His Majesty the King, which indicates that the Chief of the King's House must approve Instructions that regulate the budgetary and accounting regime of the King´s House, that comply with the techniques and principles of the public sector, that respect the budgetary autonomy recognized in art. 65 of the Spanish Constitution and that are published on the King´s House website. This text analyzes these Instructions, comparing them with the transparency requirements of both Spanish and the European Union regulations, to verify the level of success in achieving transparency by the King's House in this area. It is concluded that, although the King's House has significantly improved its transparency thanks to the Instructions, there are still spaces where improvement is possible.
