“Yearning for modernity”. The question of corruption in the debates about the Sáenz Peña Law in Argentina in 1912
Abstract
This article analyses the public discussion about the 1912 Sáenz Peña Law which drastically changed the electoral rules in Argentina, and which is often seen as the start of mass democracy in this country. The purpose is to show how accusations of corruption were used to both justify and reject the Law, and how these discussions connected with the idea of supposed institutional modernity that the Law created. Following the theories of Jens-Ivo Engels, we will read the debates about corruption as symptoms of a modernising state where “corruption” is associated with the old and the "barbaric”, as opposed to with a society on the road to civilisation that has overcome electoral corruption. We state that, in 1912, the argument of electoral modernisation as a solution to the supposed backwardness of the country was successful, but that the failure of the Law to prevent corruption eroded one part of the elite’s faith in democracy before 1930. With this analysis, we hope to contribute to a better understanding of Argentine society around 1910 and the discursive expectations related to the Law expectations, that were very soon dashed, at least as far as the electoral corruption is concerned.
