El género inaprensible: análisis de la operación humanitaria transfronteriza en el norte de Siria
Resumen
Este artículo analiza la inclusión del enfoque de género en la operación humanitaria en respuesta al conflicto en el norte de Siria y coordinada desde Turquía bajo el paraguas de Naciones Unidas. La investigación se enmarca en los estudios sobre género y acción humanitaria, además de enlazar con la vindicación de los derechos humanos de las mujeres iniciada por el feminismo. El texto concluye que no existe una comprensión estandarizada de este concepto entre el personal humanitario y la igualdad entre hombres y mujeres está ausente en la programación, a pesar de la existencia de un desarrollo teórico sobre género y acción humanitaria. Por el contrario, en esta operación impera el paradigma de la acción humanitaria como una herramienta para la asistencia a todas las víctimas del conflicto según su grado de vulnerabilidad y amparado en el principio de neutralidad, sin pretender por ello transformar las relaciones de género. El artículo expone, asimismo, las dificultades prácticas para aplicar un enfoque de género concebido como una herramienta estándar difícil de adaptar a las múltiples realidades sociales que el personal humanitario se encuentra en el terreno.
