The typology of public policy networks for the regulation of the Public Communications Service in Colombia 1847-2018

Abstract

This article examines the policy of regulation of the public service of communications between the years 1847 and 2018 in Colombia. To do so, the historical evolution of its dynamics and changes in the configuration and structure of the network of actors are analyzed. In this approach, the social network analysis (SNA) takes a leading role, in order to establish the types of networks of the public policy of regulation that have occurred throughout the period considered. The units of analysis are the different companies, organizations and institutions that participate in the regulation or, in another way, the actors who have some connection in the process of design, formulation and implementation of the public policy of regulation of the Communications sector in Colombia.
